Clients had zero ability to internalize part of simulation development.
It was an all or nothing proposition. Typically, clients threw their input over
the wall to an outsourced production team, and then later a finished product
was thrown back for their feedback. But as they began to get comfortable
with how simulations were developed, clients began to want to take
ownership of more of the production. The problem was that there was no easy means
to do this, short of bringing all production in-house. Those that
did often ended up spending far more time than anticipated and sometimes got a product
that they weren't happy with.

EB's solution: By means of its web-based
authoring environment, a company can outsource to EB as little or as
much of the production process as it wishes. For example, EB might
help develop the learning model and review the content, while
in-house writers create the user actions and responses,
and trainers might write the tutoring. Or, a company can have
EB’s team of specialists produce the first draft of a simulation,
then take over further modification and enhancement on its own.
In fact, each of EB’s clients have come up with a different
way to leverage its own and EB’s resources on a project,
resulting in better quality and less expensive content.
